The Philippines experience a tropical climate which is very much determined by the prevailing sea breezes. The country has three very different seasons: the rainy season (June to September), cool and dry (October to February), and hot and predominantly dry (March to May).
The Philippines' eastern seaboard which includes Eastern Mindanao, Southern Leyte, Eastern Samar and Southeast Luzon is generally fairly wet from December to March and then dry while other parts of the country are very wet. The central Visayas which include Bohol, Negros and Cebu are protected from the monsoon rains and therefore experience less wet weather throughout the year unless a typhoon occurs. Typhoons can occur from June to September.
The lowlands regions experience the hottest month in May where temperatures rise to around 38°C. Cooler months for the country are usually January and February. The average temperatures for the country range from 25°C to 32°C, and humidity is around 77 percent. Baguio, which is located in the mountainous region, is often cooler with temperatures at night going below 20°C.
Apart from the typhoon season from June to September, any time is a great time to visit the Philippines. January to May is the most popular tourist season due to the wonderful weather and as a result prices are generally higher. The low tourist season is during June to September due to the wet weather and prices are generally lower during this period.

The area inland in the mountains for example, is relatively cool with no where near the humidity of the coast.

This period does not encounter any monsoons; you do however have the consistent trade winds blowing which are generally dry. Don't let this fool you as you are in the tropics and rain can fall every day. If it does rain in the dry season it will usually be a nice afternoon shower to cool you down and wash the dust away, more relieving than anything else.

January is the coolest month of the year, when I say coolest you can expect a temperature around 25 degrees Celsius, which is really quite nice.
